Rules and Regulations

Hungary as part of the EU and the Schengen zone has a set of strict laws regarding immigration to the country. One has to meet all requirements in order to receive a Residency permit or a Registration card.

Do I need to register?

Most likely yes! If you are a citizen of a foreign country and would like to stay in Hungary for more than 90 days, you will need a Residency permit or a Registration card.

But I am an EU citizen!

Congratulations, you can travel freely within the Schengen zone! J But you still need to register. According to European law one may stay in a foreign country without any obligations for 90 days. Before the 90 days expire you are obliged to notify the authorities about your residency in Hungary and acquire a Registration card.

I am an EU citizen from a non Schengen country!

The same rules apply to you as to all EU citizens, so you will need to register yourself at the Immigration Office. According to European law one may stay in a foreign country without any obligations for 90 days. Before the 90 days expire you are obliged to notify the authorities about your residency in Hungary and acquire a Registration card.

I am a non EU citizen!

You are obliged to notify the authorities about the purpose, means and length of your stay and apply for a Residency permit. You have a total of 90 days to do this, however since the process takes 30 days you will need to hand in the application at least 60 days after you have arrived!

I am a non EU citizen but I don’t need a Visa to Hungary!

You got it easy with traveling to Hungary, but you have a limited time to hand in your request and apply for a Residency permit. You have a total of 90 days to do this, however since the process takes 30 days you will need to hand in the application at least 60 days after you have arrived! So in other words, you have 90 days to receive your Residency permit, not 90 days to start the process!

I am a non EU citizen and I need a Visa to Hungary!

You need to hand in your application for a Residency permit A.S.A.P.! You legally can not stay in Hungary without a valid Visa or Residency permit! If your Visa expires before your Residency permit is ready you will need to ask for a Temporary Residency permit, which will be valid until the day your permanent Residency permit will be ready. Please note, that the process takes 30 days!

What is the difference between a Registration Card and a Residency Permit?

Let’s get this straight once and for all! J Residency Permit is for non-EU citizens, and Registration Card is only for EU citizens. In terms of rights and privileges there is no difference, however there is a difference in the process, length of issuing time and the amount of required documents.

How long does the process take for acquiring a Registration card (EU citizens)?

The whole process is very quick! Once you have presented all required documents the authorities will issue your Registration card on the spot!

How long does the process take for acquiring a Residency Permit (Non-EU citizens)?

The process generally takes 30 days. All times are calculated from the date of handing in all required documents. Let’s have an example! You handed in your request on July 22., but were missing one or more documents and supplemented the missing documents on August 14., the processing period will be counted from August 14., and the 30 days will be counted from there!

What happens if I am missing one or more documents?

It is always better to have all documents prepared and ready at the time you first hand in your application. However if you are running out of time and need to start the process, or if you simply forgot about a document you usually will be given 7 days (not working days!) to present the missing documents. On special occasions you can request a maximum of 30 days (not working days!).

What documents do I need to present when acquiring a Registration Card (EU citizens)?

Here is a list of documents you will need to have:

• Valid passport or I.D. + copy
• One passport size photo
• 1 000 HUF official stamp
• Filled out official Application form
• Signed statement about date of entering the country
• Official certificate of school attendance + copy
• House lease contract + copy
• Health insurance + copy

What documents do I need to present when acquiring a Residency Permit (Non-EU citizens)?

Here is a list of documents you will need to have:

• Valid passport + copy
• One passport size photo
• 18 000 HUF official stamp
• Filled out official Application form
• Filled out official Declaration of willingness to leave Hungary
• Official certificate of school attendance + copy
• House lease contract + copy
• Filled out and signed Accommodation Report Form (by landlord and tenant)
• Land registry statement (not older than 30 days) + copy
• Health insurance + copy
• Bank account statement
• Proof of financial liability

Will I receive an Address card?

If you are applying for a Registration card you will be mailed a plastic Address card two – three weeks after your application was accepted. If you are applying for a Residency permit you will be handed the applicants’ part of the Accommodation Report Form on the spot. This will be your official Address card.

How does the process work?

After you have gathered all necessary documents and filled out the Application form you will need to go to the Immigration office, office no. 2 or no. 3. There you need to ask for a number and simply wait for your turn. Be prepared, because you might need to wait a good while before you get called.

When you number is called, you will present all your documents. The whole process should not take longer than 30 minutes after your number was called. At the end no matter if you are an EU or non-EU citizen, you will receive one official form listing the documents you have handed in, and the ones you might be missing. You will receive another form stating the time you need to go back to pick up your prepared permit or present the missing documents.

Where can I get mentioned documents, forms, etc?

You can download all official Application forms from the website of the Hungarian Immigration Office - http://www.bmbah.hu/nyomtatvany_mintak.php

You can buy Official Stamps at all Post offices. There is a post office in Újbuda Center, facing the Immigration office.

You can buy the Land registry form at all Land registry offices for 6,250 HUF. For this you will need to know the following information and fill out an official Request form:

• Address with ZIP code
• Owner’s name
• Land registry number / lot number

Where is the Immigration office?

The Immigration office in Budapest is in the XI. District at Budafoki út 60. You can get there easiest with the 33 bus from Móricz Zsigmond körtér. You will need to get off at Hengermalom út, where the McDonalds, Aral gas station, Burger King, Újbuda Center and Tesco are. You cannot miss the stop!
